Before any construction works can begin in Singapore, the necessary permits and approvals must first be obtained from the relevant authorities. This guide walks you through the key stages step by step.
Overview of the Permit Process
The Singapore building approval process — especially for landed homes — generally involves two main regulatory streams that often run concurrently:
- Planning Approval — from the Urban Redevelopment Authority (URA), for works affecting the use, Gross Floor Area (GFA), or external appearance of the building
- Building Plan Approval — from the Building and Construction Authority (BCA), for structural and building control compliance
Step 1: Decide Between Design & Build or Build-Only
Before starting the project, homeowners should first decide whether to proceed with:
- Design & Build (D&B)
- Build-Only (Architect + Tender)

Depending on the chosen approach, you will typically engage:
- A Qualified Person (QP) such as an Architect or Professional Engineer — for build-only projects
- A BCA-licensed main contractor — for Design & Build projects
Step 2: URA Planning Permission (If Applicable)
URA planning permission approval is generally required if the works involve:
- Increasing the approved Gross Floor Area (GFA)
- Changing the use of the property (e.g. residential to commercial)
- Alterations to the external façade that change the building's appearance
- Works involving conservation properties
The submission is typically handled by your architect or contractor.

- URA Written Permission (WP): approximately 4–8 weeks
Step 3: BCA Building Plan Approval
The Qualified Person (QP) submits the building plans to BCA through the CORENET e-submission portal.
Other authorities may also be consulted during this stage, including:
- NEA — sewerage and sanitation requirements
- PUB — drainage and water supply matters
- SCDF — fire safety compliance
- LTA — works affecting roads or state land

- Approximately 4–8 weeks for typical landed residential projects

Step 4: Commence Construction
Once the necessary approvals and permits are obtained, construction can commence.
Key construction-stage requirements include:
- BCA Permit to Work (PTW) — contractors must obtain PTW before starting work
- Structural inspections — the Professional Engineer (PE) inspects and certifies structural elements at required stages
- Progress inspections — the QP and PE conduct inspections at key milestones throughout the project
Step 5: Temporary Occupation Permit (TOP)
Before moving into the completed property, a Temporary Occupation Permit (TOP) must be obtained from BCA.
The TOP confirms that the building is safe and fit for occupation.

- Approximately 2–4 weeks after submission of all required documents
Step 6: Certificate of Statutory Completion (CSC)
After TOP is obtained, the project must eventually obtain a Certificate of Statutory Completion (CSC).
The CSC confirms that all works have been fully completed in accordance with the approved plans and regulatory requirements.
